I believe that SWAT is installed in xinetd in RedHat.  To get it working
you'll want to edit /etc/xinetd.d/swat.  In the file you should see a
line that says "disable =3D yes".  Change the yes to no and then run
"service xinetd restart" and you should be able to access SWAT.
