In Outlook 2000 I find this setting under the Tools pull-down -> Options
option -> Mail Format tab -> Message Format section -> Settings button ->
"Automatically wrap at ___ characters when sending" setting. I have mine set to
wrap at 80 characters, hopefully that is a small enough number and works for
most people's terminal windows.
Don't forget to save and OK all your dialog boxes on the way out (yay Windows),
and you will probably need to restart Outlook for this to take effect ;-)

Unfortunately, I'm condemned to use Outlook at work at least for now (first
chance I get, I'm moving us to Linux). Anyone know of a way to change the way
Outlook wraps text? I've had a couple of comments about this. Perhaps it's
just another reason not to use Outlook.
