I use http://nzwebit.com/. I have only one site there, and that one
new (note the email address :-), but I'm satisfied so far, and the
price is excellent: ~$24/year for steerage.

As far as I know, I don't have direct access to httpd.conf, but then I
have the low end. You might be able to work something out with them.
