It really largely depends on what kind of VPN you want to build. If you
want to support Windows-based clients and you want to use the PPTP stuff on
Windows clients, then check out PoPToP for Linux:

If you're trying to connect two subnets together over a VPN, I would
recommend cipe, tinc, or vtun. I've been the most impressed with cipe. Red
Hat's network configuration tool supports building CIPE tunnels out of the
box, which is nice.

FreeSWAN is a free IPSec implementation as well.
